Appropriate $411,905 Federal Grant Revenues (BJA FY 20 Coronavirus Emergency Supplemental Funding Program Grant from the Bureau of Justice Assistance) to the General Fund Police Operating Budget, to purchase supplies and equipment to prevent, prepare for and respond to the coronavirus.


Staff recommends the Council approve the appropriation and acceptance of the award.

The Coronavirus Emergency Supplemental Funding (CESF) Program allows States, U.S. Territories, the District of Columbia, units of local government, and federally recognized tribal governments to support a broad range of activities to prevent, prepare for, and respond to the coronavirus. Funded projects or initiatives may include, but are not limited to, overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of inmates in state, local, and tribal prisons, jails, and detention centers.


The Bakersfield Police Department has been awarded a two year grant under the CESF Program in the amount of $411,905.  This funding will provide teleconference equipment to foster better communication and allow for proper physical distancing; sterilizing and disinfecting machines to eliminate surface and airborne pathogens; and, personal protective equipment and supplies.
