Agreements for on-call maintenance services at Wastewater Treatment Plant No. 2 and Wastewater Treatment Plant No. 3:

 

  1. Crider Construction, Inc., (not to exceed $200,000 for a two-year term).
  2. B. R. Frost Company (not to exceed $200,000 for a two-year term).
  3. GSE Construction Company Inc., (not to exceed $200,000 for a two-year term).

STAFF RECOMMENDATION:

Staff recommends approval of agreements.
BACKGROUND:

Wastewater Treatment Plants No. 2 and 3 often require maintenance and repair services beyond the expertise of staff. These services may include: large pump and motor installations, major underground pipe repair, and general construction related to existing treatment processes at the plants. The three proposed on-call wastewater maintenance agreements will provide staff with additional maintenance support at both plants.

In some instances, both plants will require immediate assistance and need special maintenance services. Having three on-call maintenance agreements will provide the Wastewater Division with much needed redundancy, as one contractor may not always be available. This will also ensure that at least one of the three contractors is capable of performing the desired time sensitive specialty work. Additionally, having three contractors allows the Wastewater Division to obtain competitive proposals for scheduled services.

On April 21, 2020 the City issued a request for qualifications and proposals for on-call wastewater maintenance services. On May 26, 2020, seven contractors submitted a statement of qualifications, along with their hourly billing rate schedule.

City staff recommends approval of agreements with the following three contractors based upon their qualifications and fee proposals being the most favorable to the City:

  • Crider Construction, Inc.
  • B.R. Frost Company
  • GSE Construction Company Inc.

Since specific scope of work has not yet been determined, the compensation amount for each contractor is set at a not-to-exceed total of $200,000 for a two-year term.

Sufficient funds are budgeted in the Sewer Enterprise Fund to fund these agreements. Therefore, there is no impact to the General Fund associated with the agreements.
