SUBJECT:Contract Change Order No. 2 to Agreement No. 18-211 with Security Paving Company Inc. ($400,000.00; revised not to exceed $10,124,343.29), for the Manor Street Bridge over Kern River Project.
STAFF RECOMMENDATION:

Staff recommends approval of the contract change order.
BACKGROUND:

This project provides for the construction of roadway widening and bridge widening, rehabilitation and seismic retrofitting of Manor Street Bridge over Kern River.  The work items consist of the installation of street lighting, construction of concrete sidewalks and barriers, installation of metal beam guard rails, modifications of existing curb, gutters, dikes and construction of full depth asphalt pavement.

 

This change order provides for the design and installation of the more durable support system for the existing bridge needed during the footing retrofit of the structures.

 

As a result of an unanticipated volume of water in the Kern River, and the continued potential of relief releases from the Lake Isabella Dam, it has been determined by the Project Engineer that traditional timber falsework would not provide sufficient support for the existing bridge during construction.   It was decided that a more substantial flood resistant system would be required to provide adequate support to the bridge.   The contractor has agreed to do this work for a sum of $462,400 and credit the City ($62,400) for the original bid bridge support system.

 

The total cost increase of Contract Change Order No. 2  is $400,000.  The sum of all change orders to date on this project reflect a total cost increase of $779,809.59 (8.3 percent increase of the original contract amount) as illustrated below:

This project is funded with Federal Transportation Funds, Gas Tax and Capital Outlay Funds.
