Staff recommends approval of the amendment. | BACKGROUND:
The Monterey/Niles Prosperity Neighborhood Initiative is a City-led effort aimed at implementing transformative change in an historically disadvantaged neighborhood through collective, targeted investment among multiple partners and agencies. On June 23, 2022, the City hosted the Monterey/Niles Prosperity Neighborhood Summit at the Boys & Girls Club of Kern County – Armstrong Youth Center located at 801 Niles Street. The purpose of this summit was to hear directly from community members about key challenges and opportunities to improve the area. At the summit, key stakeholders identified Infrastructure Investments as critical to creating opportunity and growth in the neighborhood.
On March 8, 2023, the City entered into Agreement No. 2023-064 with Kimley-Horn and Associates to provide a 30% design of the Niles & Monterey Corridor Improvements Project, as well as provide assistance in applying for grant funding through the United States Department of Transportation - Safe Streets For All (SS4A) Program.
Staff has worked closely with the community throughout the design phase and will continue to address the concerns of the community members that will be most impacted by these improvements. To accommodate community members who have been unable to attend outreach events, Kimley-Horn created an online tool, allowing community members to provide comments, questions, and concerns at specific locations throughout the corridor. That tool has been shared through the City’s social media, as well as in local online news articles.
The current design concept was presented to the Multi-Modal Transportation & Traffic Safety Ad Hoc Committee on August 10, 2023. Questions and concerns were discussed with Councilmembers Arias, Kaur, and Smith, as well as members of the public in attendance. Moving forward, staff will be facilitating another event at the Boys & Girls Club to obtain comments and feedback for the project.
The Niles & Monterey Corridor Improvements Project will design Complete Streets improvements to include enhanced pedestrian, bicycle, and other multimodal safety and capacity improvements; improved signage and street lighting; storm drainage; pavement marking; and aesthetics improvements to landscaping and hardscaping.
On July 7, 2023, with assistance from Kimley-Horn, Staff successfully applied for the SS4A grant. As of that submission, construction costs are estimated to be $23,630,130. If awarded, the federal grant would fund $18,901,104, or 80% of the construction costs, and the City would provide $4,726,026.
Amendment No. 1 will expand the scope of work to include 100% plans, specifications, & estimates, environmental documentation, and bid and construction support. The amendment will also increase the not-to-exceed compensation amount by $1,194,781 to $1,483,625.
There is no General Fund impact associated with this agreement. In Fiscal Years 2022/23 and 2023/24, $1,800,000 in Public Safety and Vital Services Measure funding was budgeted for the design of this project. Unencumbered design funds will be used for construction. |
