As part of the homelessness response, the City has operated the Biohazard Cleanup program to the most impacted areas of the City, Downtown and Old Town Kern neighborhoods, since September 2019. The program has been praised by residents and downtown businesses alike for its effectiveness. Due to its success, the area of contracted services and hours of operation were expanded in Mach 2021.
A new Request for Proposals and Statement of Qualifications (RFP&Q) was released on April 7, 2023, seeking qualified contractors to provide human waste cleanup services within the Downtown and Old Town Kern neighborhoods. Service hours remained Monday through Friday, beginning at 6:00 am and concluding at 1:00 pm, inclusive of a 30-minute lunch break. If the contract proves successful, two extensions are at the City's option and under mutually agreeable terms.
The RFP&Q closed on Friday, April 21, 2023, at 3:00 pm. Four respondents submitted application proposals. The proposals were rated based on the information provided within their statement of qualifications, the understanding of the project requirements demonstrated within the application, and the bidders experience in cleaning biohazard sites. A summary of bids received, and the associated score is provided below. Valley Pressure Pros, Inc. was selected as the preferred bidder by all raters.

Staff recommends approval of the Agreement with Valley Pressure Pros, Inc. to provide Biohazard Cleanup Services to the Downtown and Old Town Kern neighborhoods in the amount of $295,100 beginning on July 1, 2023. This contract has already been funded within the FY 23/24 Public Safety and Vital Services fund budget.
