SUBJECT:Amendment No. 2 to Agreement No. 2021-307 with Flood Bakersfield Ministries Inc. (increase compensation by $200,000 and extend term until June 30, 2024), for Kern River Outreach services.
STAFF RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

On December 15, 2021, Council approved Agreement No. 2021-307 with Flood Bakersfield Ministries Inc. (Flood), in collaboration with Code Enforcement, Rapid Response Teams, and Bakersfield Police Department to implement a Street Outreach program along the Kern River within the City of Bakersfield limits. The goal of the program has been to offer supportive outreach services to unsheltered populations and assist individuals in transitioning into stable living environments with access to services that promote personal health, housing retention, and reduce vulnerability.

 

The approval of Amendment No. 2 to Agreement No. 2021-307 would increase compensation by $200,000 (for a total Compensation and Payment amount of $399,840) and extend the Term of the Agreement to June 30, 2024. This amendment will allow Flood to continue outreach and supportive services along the Kern River for an additional year.

 

FISCAL IMPACT:

City Council has approved $200,000 of Public Safety and Vital Services funding to support Kern River outreach and supportive services. Total Compensation and Payment amount after amendment will be $399,840.

 

COUNCIL GOAL:

The action aligns with City Council goal 2 to collaborate with and assist supportive service providers in achieving progress towards a meaningful reduction in homelessness in the Bakersfield-Kern CoC region.
