SUBJECT:

Pavement Resurfacing: Mt. Vernon Avenue between E. Belle Terrace and E. Planz Road and West of E. Planz Road:

 

  1.  Accept bid and approve contract with Griffith Company ($587,835) for said project; and
  2. Authorize staff to approve, as necessary, up to $30,000 in City-controlled contingency for unforeseen conditions encountered during construction of project.
STAFF RECOMMENDATION:

Staff recommends acceptance of low bid, approval of contract and approval of City controlled contingency. 
BACKGROUND:

The work to be performed consists, in general, of pavement resurfacing on Mt. Vernon Avenue from E. Belle Terrace to E. Planz Road; and on E. Planz Road from Mt. Vernon Avenue to approximately 0.50 mile to the West. More specifically, work involves resurfacing the existing Hot Mix Asphalt (HMA) pavement with a 0.12-foot Rubberized Hot Mix Asphalt (R-HMA) overlay, cold-plane key locations, installation of traffic striping and pavement markings, and adjustment of monuments, and manholes.

 

This project was reviewed for highest level of consistency with the City's Complete Streets Policy. However, it is not recommended at this this time to add bicycle lanes or sidewalk due to the low levels of pedestrian and bicyclist activity.  This section of roadway is primarily used by heavy trucks transporting material to and from the Mt. Vernon Organics Recovery Facility and Wastewater Treatment Plant No. 2.

 

Item No. 1 The engineer's estimate for this project was $583,000. This project will be constructed using both Sewer Enterprise Fund (SEF) and Refuse Collection Funds (RCF).

 

On June 15, 2023 the City received two bids for this project. All two of those bids were deemed acceptable. Those acceptable bids are as follows.

 

Griffith Company

1128 Carrier Parkway Avenue            in the amount of           $587,835.00

Granite Construction Company

3005 James Road                          in the amount of           $708,894.00

Bakersfield, CA 93308 (County)

 

Griffith Company is considered the lowest responsive responsible bidder and staff recommends approval of the contract.

 

Item No. 2 Staff is requesting the approval of $30,000 for City-controlled contingency for unforeseen conditions encountered during construction of this project. Any exceedance of the City Council approved contingency, cumulative or otherwise, would require the action and approval from the City Council. This City-controlled contingency also saves staff time by not having to prepare multiple Council reports for individual routine change orders throughout the project. All remaining contingency funds not used will be returned to the fund balance at the end of the project.

 

This project is funded with SEF and RCF funds. There are sufficient funds for the contract award, contingencies and construction engineering. There is no general fund impact associated with this contract award.
