Amendment to agreements for on-call maintenance services at Wastewater Treatment Plant No. 2 and Wastewater Treatment Plant No. 3:

 

  1. Amendment No. 2 to Agreement No. 2020-105 with Crider Construction, Inc. (increasing compensation by $250,000; not to exceed $620,000 and extend term by one year).
  2. Amendment No. 2 to Agreement No. 2020-106 with B.R. Frost Company (increasing compensation by $155,000; not to exceed $525,000 and extend term by one year).
  3. Amendment No. 2 to Agreement No. 2020-107 with GSE Construction Company (increasing compensation by $385,000; not to exceed $755,000 and extend term by one year).

Staff recommends approval of amendments.
BACKGROUND:

On June 24, 2020, Council approved Agreement No. 2020-105 with Crider Construction, Inc. (Crider), Agreement No. 2020-106 with B.R. Frost Company (Frost), and Agreement No. 2020-107 with GSE Construction Company, Inc. (GSE) to provide Wastewater staff additional maintenance support at Wastewater Treatment Plants No. 2 and No. 3. Crider, Frost, and GSE were selected, to provide the needed services after responding to a Request for Qualifications for on-call wastewater maintenance services released on April 21, 2020. Each agreement had a not-to-exceed compensation amount of $250,000.

 

On February 23, 2022, City Council approved Amendment No. 1 to Agreement No. 2020-105 with Crider, and Agreement No. 2020-106 with Frost, which increased the compensation amount for both agreements by $170,000 and extended the term by one year in accordance with the original terms of the agreements.

 

On June 1, 2022, City Council approved Amendment No. 1 to Agreement No. 2020-107 with GSE, which increased the compensation amount by $170,000 and extended the term by one year in accordance with the original terms of the agreement.

 

Since the agreements were awarded, Crider, Frost, and GSE have done extensive work for the Wastewater Division including emergency repairs, equipment rehabilitation and installation, and maintenance work for capital improvement projects.

 

At this time, given the need for continued services and in accordance with the original terms of the agreements, the Wastewater Division recommends increasing the total compensation and extending the term for Crider, Frost, and GSE. The proposed amendments will increase the not to exceed compensation amount for Crider by $250,000, for a revised not to exceed amount of $620,000; Frost by $155,000, for revised not to exceed amount of $525,000; and GSE by $385,000 for a revised not to exceed amount of $755,000. The amendments will also extend each contract by one additional year to June 30, 2024.

 

For the GSE amendment, $250,000 of the $385,000 is allocated for the Sewer/Storm Maintenance Section within the Streets Division.  There is a need for an on-call contractor who can perform emergency repairs within the collection systems and at lift stations.

 

The City and Crider updated the hourly rate sheets which show an increase in wages between 10 and 12 percent from their 2020 rates.  Since this is an increase from 3 years ago, the City found this reasonable.  GSE and the Frost Company rate sheets are attached but they are the same rates from 2020.

 

Sufficient funds are budgeted to fund the proposed amendments. Sewer Enterprise Funds provide the funding source for these amendments. Therefore, there is no General Fund impact associated with these amendments.
