A Request for Proposal (RFP) was issued for an annual contract for periodic streetscape and median landscape maintenance at designated public landscape areas. The public areas include streetscape and medians generally located on Brimhall Road between Allen Road and Coffee Road and portions of Coffee Road from Rosedale Highway to Stockdale Highway and other arterial and collector streets within the area (Zone 4). Zone 5 runs along 24th Street from Oak Street to D Street. Seven proposals were received in response to the RFP.
Each proposal was reviewed and a determination was made based on what is in the best interests of the City, including costs, quality, efficiency, utility, suitability and delivery of equipment and services offered. Additionally, other primary factors considered in choosing a Contractor were financial standing and the general competency of the proposers.
After a thorough review of each proposal for the two zones, Staff determined that San Diego Landsystems, LLC was best suited for Zone 4 landscape maintenance and McCormick Landscape Service, Inc. DBA Venable’s Tree Service was best suited for Zone 5 maintenance. The contract awards are for an initial three-year period.
1. The amount of the base bid award for San Diego Landsystems, LLC for Zone 4 landscape maintenance is $543,600 for three years. An additional $40,000 was calculated to the total amount as part of special areas that may be requested by Staff on a per-time and material cost basis as listed in the agreement with a total not to exceed amount of $583,600. The contract is renewable annually for two consecutive one-year periods at the City’s option and upon mutually agreeable terms after the completion of the initial three-year period.
2. The amount of the base bid award for McCormick Landscape Service, Inc. DBA Venable’s Tree Service for Zone 5 landscape maintenance is $253,928.52 for three years. An additional $40,000 was calculated to the total amount as part of special areas that may be requested by Staff on a per-time and material cost basis as listed in the agreement with a total not to exceed amount of $293,928.52. The contract is renewable annually for two consecutive one-year periods at the City’s option and upon mutually agreeable terms after the completion of the initial three-year period.

Staff finds the proposals submitted by San Diego Landsystems, LLC. (Zone 4) and McCormick Landscape Service, Inc. DBA Venable’s Tree Service (Zone 5) to be acceptable and recommends approval of each of the contracts for the respective zones. Funding is available within the Recreation and Parks Department’s operating budget and no additional funding is required.
