New Job Specifications and Changes to Salary Schedule:

 

  1. Amendment No. 1 to Resolution No. 052-23 approving Memorandum of Understanding for employees of the Blue and White Collar Units and adopting salary schedule and related benefits.
  2. Amendment No. 36 to Resolution No. 44-93 setting salaries and related benefits for the Temporary Unit.
  3.  New Job Specifications: Park Ranger Manager #47465 and Solid Waste Compliance Inspector # 13450
STAFF RECOMMENDATION:

Staff recommends adoption of the new job specifications and Resolutions. 

BACKGROUND:

Human Resources oversees the administration of citywide class specifications.  Periodically class specifications require updates to reflect changes and/or modernization to reflect job current duties and required minimum qualifications.  These updates provide an accurate description of the job duties which is essential in providing candidates a comprehensive overview of positions during recruitment efforts. New classifications may also be created to support organization growth and skills required to meet work requirements.  A summary of positions, created to support current operations goals, is summarized below:

 

  1. Park Ranger Manager, #47465: A park ranger program was approved in the fiscal year 22-23 budget process for the Recreation and Parks Department.   At the time, staff received internal and external feedback expressing concern on scope of responsibility for the size of staff and scope of services, particularly in the role of supervisorial oversight duties.  As the department has implemented the program, trained new incumbents, and assessed community needs a request to add a second supervisory position and a new manager position has been included in the department’s fiscal year 23-24 budget.  This single incumbent Park Ranger Manager position will manage the full scope of program responsibility.  The new specification outlines essential functions which was presented and approved by the Miscellaneous Civil Service Board at their June 20, 2023 meeting.

 

  1. Solid Waste Compliance Inspector, #13450: This new position will inspect and monitor compliance with ordinances and regulations governing solid waste accumulation and disposal to ensure compliance with applicable federal, state, and local regulations concerning the disposal of discarded materials. Work involves general environmental monitoring.  This new specification was presented to SEIU #521 and there was no protest.  The new job specification was presented and approved by the Miscellaneous Civil Service Board at their June 20, 2023 meeting. Position funding was approved in the fiscal 22-23 budget. 

 

  1. Extra Help - Fiscal Services, #91100:  The implementation of the new Enterprise Planning Program (“ERP”) was kicked-off by the finance department in 2022.  To support continuance of day-to-day fiscal services and the scope of the ERP design and implementation the department would like to assess options to utilize retired annuitants in the capacity of “Extra-help” positions. 

 

A retired annuitant is a former employee who retired and separated from service with the City of Bakersfield.  Due to prior service, incumbents possess a working knowledge of staff, programs and policy.   Those returning will readily be able to assist with limited-term assignments or specific intermittent projects while providing a continuance of services and limiting workflow disruptions while recruitment activities to identify full-time staff continues.     Retired annuitants have specific employment conditions regulated by the California Public Employees' Retirement System (CalPERS).  A particular requirement limits the annual hours an incumbent may be employed and requires pay rates be part of an approved salary schedule.  The position has been established based on a variety of projects and work duties within the department where extra-help assistance has been identified.
