The work to be performed consists, in general, of cold-planing the existing asphalt pavement to a depth of 0.33 feet on Haley Street from University Avenue to Panorama Drive; and constructing a new pavement section using 0.20 feet of Type “A” Hot Mix Asphalt, and 0.15 feet of Rubberized Hot Mix Asphalt. Other work items include the installation of traffic stripes and pavement markings along the entire length of the project, installation of type “D” detector loops and type “E” detector loops for the northbound movements at Panorama Drive; and adjustments of survey monuments.
This project was reviewed and designed at the highest level of consistency with the City's Complete Streets Policy.
Item No. 1 The engineer's estimate for this project was $827,000. This project is funded 100% with Senate Bill 1 (SB1) funds.
On June 15, 2023, a total of three bids were received; all three of those bids were deemed acceptable. Those acceptable bids are as follows:

Griffith Company is considered the lowest responsive responsible bidder and staff recommends approval of the contract.
Item No. 2 Staff is requesting the approval of $40,000 for City-controlled contingency for unforeseen conditions encountered during construction of this project. Any exceedance of the City Council approved contingency, cumulative or otherwise, would require the action and approval from the City Council. This City-controlled contingency also saves staff time by not having to prepare multiple Council reports for individual routine change orders throughout the project. All remaining contingency funds not used will be returned to the fund balance at the end of the project.
This project is funded with local SB-1 funds. There are sufficient funds for the contract award, contingencies and construction engineering. There is no general fund impact associated with this contract award.
