The City of Bakersfield owns a domestic water system on the west side of Bakersfield. The system utilizes newly constructed well head treatment consisting of a total of fifty-five (55) granular activated carbon (GAC) vessel pairs at multiple well sites. This treatment is required for the removal of the groundwater contaminant 1,2,3 – Tri chloropropane (“TCP”). From time to time, the GAC media becomes ineffective and is required to be removed and replaced with virgin GAC.
On May 9, 2023, City staff issued a Request for Qualifications and Proposal (RFQ&P) for contracting services for GAC changeouts. Five (5) proposals were received, three (3) were disqualified for not meeting the minimum GAC specifications as detailed in the RFQ&P. The remaining two (2) suppliers were reviewed based on qualifications, ability to meet demand, and pricing. After thorough evaluation, City staff recommends approval of agreements with the following two contractors:
· Carbon Supply Inc
· Aqueous Vets
The compensation amount for each firm is set at a not-to-exceed total of $1,000,000 for a one-year term with the option of three one-year renewals at mutually agreeable terms as set in the RFQ&P.
Funds are budgeted within the Domestic Water Fund for this purchase and therefore an appropriation is not required. There is no impact to the General Fund.
